Pioneer International Consulting and OWC have advised the Global Wind Energy Council (GWEC) on the competitive procurement options for offshore wind projects in Vietnam.
Over the last 12 months the firms have engaged with offshore wind industry stakeholders, assessed Vietnam’s current context and international case studies, to develop a roadmap for the future competitive procurement of offshore wind in Vietnam.
The GWEC Vietnam Offshore Wind Competitive Investor Selection Study was submitted to Vietnam's Ministry of Industry and Trade and published in Vietnamese and English on 7 November 2024.
The report highlights essential steps Vietnam needs to take to boost investment and reach its offshore wind targets.
According to the GWEC report, Vietnam could secure renewable energy more cost-effectively by implementing GWEC's recommended two-stage competitive model for offshore wind development:
🟢 Stage 1: Awarding exclusive survey rights for a minimum of 10 years.
🟢 Stage 2: Awarding a Power Purchase Agreement (PPA) with Vietnam Electricity (EVN) through a price-only competitive selection process.
